IP Peering

NOVA offers national and international providers of electronic communications services wholesale services for IP traffic exchange through IP Peering agreements.

Our company operates a stand-alone IP network across the country linking end users, businesses and Content providers.

This section describes the guidelines for evaluating a proposal for peering by a party. NOVA is not committed to accept any request.

NOVA implements a “Selective” peering policy. Requests for peering by applicants are examined for the purpose of ensuring a tangible benefit to NOVA and its customers. A benefit-to-cost value is established, as per the following considerations:

  • Brand name and stature of applicant.
  • Activity areas of applicant (i.e. ISP, Data Center operator, Content Provider).
  • Geographical areas where applicant is operating.
  • Amount of anticipated traffic exchange and traffic ratio.
  • Peering point location/Presence in collocation sites where NOVA is active.
  • Operational and Administrative effort required by NOVA personnel to operate and maintain the peering.

Peering Criteria :

  • Prefixes must be registered with a recognized route registry: ARIN, RIPE or APNIC.
  • If the peer is collocated in multiple sites where NOVA is also present, peering can take place in all such locations.
  • Neither Network shall point default into or transit the other Network where that network has not advertised a route for the destination in question.
  • Neither party shall establish a static route, a route of last resort, or otherwise send traffic to the other party for a route not announced via BGP.
  • Both parties shall announce only their own routes and the routes of their customers to the other party. No other routes are permitted, and may be filtered if detected.
  • Neither party shall abuse the peering relationship in any way.
  • Neither party shall use the other party's network for transit, or engage in any other routing manipulation that causes the other party's network to provide transit to peers.
  • This would include, but is not limited to, establishing a tunnel between two different peering interconnection points, or announcing to the other the more specific routes of prefixes learned via a third party mutual transit customer.
  • If the capacity of the interconnection is less than 100Mbps in any direction, peering can be considered only via a public peering facility such as an Internet Exchange. For capacities higher than 100Mbps, peering can take place within a collocation facility.
  • Both parties shall work pro-actively, quickly and diligently to establish additional capacity to accommodate traffic growth.
  • NOVA may terminate peering, upon a notice period, with peers who do not meet the criteria described above and if financial conditions of the peering itself or the ability to continue the peering relationship (e.g. collocation costs, interconnection costs, leased line costs) are changed, or NOVA decides to withdraw for any reason from a collocation facility.
  • Periodic review of the policies will be conducted to ensure that the criteria and eligility requirements are consistent with NOVA business needs. NOVA may modify this settlement-free peering policy at any time.
  • NOVA will not enter into peering relationship with customers of existing peering partners or with customers of existing NOVA customers.
  • NOVA may terminate the peering if a peer is or become a customer of an existing peering partner or NOVA customer.

Operating Policy:

  • Peering party must operate a support department which can be reached at least via telephone and/or email.
  • NOVA reserves the right to filter any announced routes. By default as a best practice NOVA will only filter reserved addresses as RFC6890 states as well its own prefixes.
  • NOVA will honor and expects the peer to honor the use of well-known BGP communities.
  • NOVA reserves the right to shut down the BGP peering session or physical link if the peering session is impacting NOVA in a negative way or (with notification) for planned maintenance.
  • NOVA expects peers to provide advanced notification regarding any planned maintenance or outages with the peering connection or devices.


  • NOVA will protect its peering interfaces with ACLs.
  • Both parties shall make every reasonable effort to restrict the transmission of Denial of Service attacks and packets with forged source addresses from their network thus they will be able to exchange communities for Black Holing Traffic
  • Bogons Filters will be used.
  • NOVA may block the interface and inhibit traffic to both directions with the purpose of avoiding incidents that may have a negative impact or endanger its own network infrastructure and services.
